When I installed Win xp English on my Japanese Toshiba laptop, it installed
the keyboard as a 101/102 button standard keyboard when in fact it has a
106/109 button Japanese keyboard. How can I fix this issue? It&s not a matter
of region/language settings.

See the link bellow:
How to set up a Japanese Keyboard on an English Windows XP computer
http://www.kurnspatrick.com/Support/keyboardmapping.htm

Note:
Part 1: Installing the Japanese keyboard driver.

4. Click (to uncheck) “show compatible hardware
5. Scroll up and choose the Japanese PS/2 Keyboard (106/109 Key). Hit next
and install driver. Will require a restart.
- Choose the keyboard Manufacturer(Toshiba) on the left pane first

You'll probably need a conversion driver, but I had a thought (dangerous
for me to think).. A program that lets you remap the keys could make
the conversion.

THANKS!! Now, it's working almost perfectly. I say almost because the button
to the left of backspace(far right, top row) types \ instead of yen mark. How
can I fix that?

If you look at a standard keyboard (mine) that is the position of the "\"
key. Left of the backspace key. You mean it should type Yen?

There's really no such thing as a standard keyboard. Keyboard layouts
vary from country to country. Sometimes the variations are minor,
sometimes the are very great. And on laptops, the layouts sometimes
even vary somewhat from manufacturer to manufacturer

I don't know where you are located, but on my standard keyboards here
in the US (both desktops and laptops), the key to the left of the
backspace key is = (+ when shifted). The \ key is just below the
backspace key.

Hi. Yes, the key to the left on my keyboard(Japanese Toshiba EX/2515LDSTW)
has the yen mark and | and long hyphen to the right of yen mark(same key) .
The entire series of 2004 summer line-up of Toshiba dynabooks have the same
keyboard layout. I'm in Japan.
