Laptop Connection to TV

I purchased a S-Video cable to connect my laptop "DELL Latitude" to the TV.
I am unable to get an image on my TV. I tried the Fn to CRT control but only
observed a flicker. Any ideas?

On my Sony laptop, I have to enable the TV output
using Control Panel / Display / Settings / Advanced
You may need to do something similar.
