lanquage change rights how and where

i am runniing a german version of windows xp sp2 and it is a german version i
have read about cross lanquage rights and would like to change to the english
version but who do i contact or where do i go to exchange my licensed disk to
get the english version and what costs there are i have tried a few options
but always a blank wall

You can't. There is no exchange policy and all you can do is buy an English
version.

There are no such "cross lanquage rights". Buy an English version and
perform a clean install.

You would have to contact the vendor from whom you purchased the OS to get
an exchange but I doubt they will do it. You'll need to buy an English
language version of the XP OS, then either do a clean install or dual boot
the German and English versions. MS won't don an exchange.
