language settings

hello,
i have recently bought a pc with vista, however it is not in the language
that i want it to be in. It is currently in dutch. Is it possible in any way
that i can change it to english through the control pannel? If not would i
need to download a English interface langauge pack, however i cannot find
one.
If none of these options are possible, would i need to completly wipe the
hardisk and reintall it using the backups.

If you desire Windows Vista to use an English interface, you would
need to purchase a "Full English" version of Windows Vista and
proceed with a "clean install".
