Unfortunately, if you purchased a laptop with Japanese Vista, you can't just
change a setting to switch it over to English. You'll have to install an
English LIP (language interface pack) or MUI (multi-user interface)
separately. You can download an LIP for free and see most of the user
interface translated to English. A MUI pack provides better translation
coverage, but can be installed only for Vista Enterprise or Ultimate - these
can be downloaded through the Windows Update tool. Until you finish the
installation, however, you'll have to somehow manage to navigate the Japanese
interface (maybe you have a friend or coworker that can help you?).

Minor correction - there is *no* LIP for English. English (and most other
"major" languages) are only available as MUIs.

In fact, no Vista LIPs have been released at this stage, they are all
XP-only.

An English and/or Arabic MUI is the only solution (or else, buy a retail
copy of Vista in the desired language)
