Language Packs

When going to a Chinese etc. page for the first time, I am prompted as to
whether or not I want to install the appropriate language packs. I say yes,
point to my XP setup files and install them.

My questions:

Can I install them during the original XP installation? And how?
Can I install them sometime before going to a foreign site, so the prompt
doesn't come up?

Yes you can by installing the appropriate IME for the language you
