Language Pack for Windows XP Home Edition

Is there any Language Pack for Windows XP Home Edition?
I wanted to write a program using Visual Basic 6 for a foreign language which unlike English is written from Right to Left. You can not do that in Visual Basic unless you have installed a language package for the operating system (Windows). Only then you will be able to write the program. I looked at microsoft.com web and they have the package only for the Windows XP Embedded. Is there any Arabic, Chinese, etc. language pack for Windows XP? Thanks a lot.
