language bar

Whenever I right-click on the toolbar and select LANGUAGE BAR from the
TOOLBAR menus nothing happens. I am having problems using speech in Word 2003
because when I click it nothing happens. Does anybody know what is going on?

The language bar is an OS feature provided by the control panel's
regional / locale settings.
