Language Bar IME disbled if control not textbox

Hello,

We have strange problem. There is Windows Form and I specified KeyPress &
KeyDown event handlers for the whole form Language bar IME (e.g. Japanese )
is disabled until I set focus on TextBox. Why does this happen? How to
prevent this disabling? (This is of course sample description to easy
reproducing, we have problem with our control). May be some documentation on
this?

We tried Control.ImeMode but this does not help... does anybody have any
insight?
