lag starting applications

thanks for the help in advance.
i am running winxp pro sp2.
this problem started this afternoon. when i click on any shortcut (on the
desktop, quickstart, or even in the program groups), when i go to the actual
exe, there is a 30-60 second lag between clicking and the application (any
application) opening. once the application opens it works fine.
before the problem surfaced i had installed a couple of programs (reg
mechanic and windows registry repair pro), ran them but did not do any fixes,
and have removed them.
i am networked to a couple of other machines but they are working fine; do
not demonstrate the same problem.
i had tried to set up a shortcut on this machine to a program installed on
another machine. that worked but was a little problematic; both users could
not access the program at the same time. so i deleted the shortcut. seems
the problem with opening/starting applications on this machine started about
that same time.
i have tried running system restore to a point earlier today or yesterday
but get the error "can not restore to this point, select another restore
point".
ask any questions, i will try to get the answers.

just discovered that i do not have the lag issue if i disconnect the machine
from the network or disable the connection. reenable the connection or
reconnect the machine and the problem returns.
any ideas?
