My fault! I forgot to say that the problem is on my Toshiba laptop, so
replacing the key board would mean replacing the laptop. Thanks.
But need other suggestions.

You don't need to replace the whole laptop, just the keyboard. Attach a USB
keyboard to the laptop and see if everything works. If it does, then call
Toshiba tech support to replace your keyboard.

Pretty important info to be omitting. . .
You could either take your laptop keyboard apart and see if anything has
gotten spilled or stuck under that area, or just plug in a USB keyboard and
use it. Kinda puts a crimp on the portability of it though. You also may be
able to buy a new keyboard from Toshiba to replace your current inoperable
one, or maybe try a Google search or eBay.

I'm not sure if they are still available, but I have a flexible keyboard.
You can roll it up and the keys are actually very usable. I've had it
for years but it's an invaluable tool for diagnosing keyboard issues.
Naturally it's a USB peripheral, but could be used as a notebook or
netbook substitute.

Before you do any keyboard swapping or the like, you must determine if this
is a hardware or a software problem. Boot into the BIOS setup program, then
check if the arrow up/down keys work. If they don't then it's a hardware
problem - read the other posts. If they do then it's a Windows problem.

If you're not sure how to get into the BIOS setup program, read the manual
that came with the laptop. On many laptops you need to press F2 eary during
the boot phase.
