keyboard / language default issues

every time I fire up a new program in WinXP the keyboard defaults to the
French Character set so instead of punctuation I get the accented letters

apostropohe = è
backslash = é
quotation = È

etc... éÉ Èè ^^¨¨çÇ /

alt+shift fixes it each time, but I can't seem to convince WinXP to make it
a permanent change..

please, any advice ?

Review the keyboard configuration, substitute LANGUAGE for the
language you want to set:

1. Control Panel - Regional and Language Settings - Regional Options -
Standards and Format - LANGUAGE

2. Control Panel _ Regional and language Settings - Languages -
Details - Default language of the input device - LANGUAGE.

3. Control Panel - Regional and language settings - Advanced Options -
Language for programs not Unicode - LANGUAGE

4. Control Panel - Regional and language Settings - Languages -
Details - Configuration - Installed services - Add - Language and
distribution of the keyboard.

3. Internet Explorer - Tools - Internet Options - General- Languages -
Add - LANGUAGE
