Keeping users from deleting My Documents and IE icons

I need to know if there is a way to keep users from
deleting My Documents and IE icons from the desktop in XP
Pro. Someone on here gave me a good idea for locking
users from deleting some other icons but that idea doesn't
seem to work too well for My Docs and IE. Also, I need to
keep users from right-clicking to arrange the icons. I
have them sitting a certain way on the Desktop and would
like to keep them where they are. Thanks to anyone who
can support and assist on these issues.

You can try changing the attributes via the registry (will be tough for
those two), deny right click on the Desktop, remove access to the Customize
Desktop tab and setting a value that disallows any changes made to be saved.
