keep getting prompted to "set up show" in powerpoint

If I hit F5, the slide show starts but I can only advance thru the slides but
clicking the opaque forward/backward arrows (in the lower left corner of the
presentation) with the mouse. If I hit SHFT-F5 or click on the small
shortcut icon to start the show, then I keep getting prompted to "set up
show" (instead of just starting the slide show) and if I just click "OK", I
still can only use the opaque arrows to navigate thru. I checked and the
presentation is NOT in Kiosk mode.

I wonder if you have presenter view or something enabled. What happens if
you go to Slide Show | Set up Show when you're not hitting Shift+F5 or
whatever? That is, you're in normal editing view -- head to the Set up Show
area. What all is checked there?

The "show presenter view" was not checked in that box. Unfortunately, in the
time that it took me to post this question, the user shut down the app,
rebooted the computer and now the presentation is working fine. Although I
still have no root cause, at least the "did you reboot your system" fixed her
problem in time for her presentation. Thanks anyway!

That's a relief! I suspect that will take care of it in general, because
what you were describing was definitely very odd.
