I download critical update KB 832483 and get notified that it was a successful download. However, it is not on my machine and I keep on getting notified by Microsoft to download this critical update. What is wrong?

I am seeing that same thing with my SUS server. I've installed the damn
thing about 10 times already but it never shows up?? I have rebooted,
reinstalled, rebooted, reinstalled,,........

Most likely because you have an too old version of MDAC installed.

I suggest you upgrade to e.g. MDAC 2.8 and see if it solves the problem,
you can find the download link here:

If KB832483 then is installing successfully, after the reboot offered by the
update, you should also run the following command from Start\Run:

regsvr32.exe "%ProgramFiles%\Common Files\System\Ole DB\oledb32.dll"

KB832483 does not cause this side effect, it is the MS03-048/KB824145 update
that cases this for some people.
