Junk mail issue

I have rules set up for my mail yet everyday I have to retrieve mail that
should had followed the rules. For example I have mail coming from a
message list that every message has LL in the subject line, so I created a
message rule saying all messages with LL in the subject line go to this
folder. Everyday I check the junk box and they's many messages with LL in
the Subject line, in fact I have yet had one message actually go there
directly all make a stop in the junk box first. I can not put everyone on the
list in the safe sender list, this list is one of 6 message list I'm a member
of and each list had from 100 to 500 members.
These's are not the only ones either. This morning my junk box said over
200 messages 1/4 to 1/2 was not junk....
Any ideas to help or can you point me in the direction of a mail program
that will work? I've been dealing with this problem since March when my
husband decide we need to make the switch, and even though he's a tech he's
of no help on this problem.

I am not certain about this, but it seems that in Windows Mail
the internal junk e-mail rules operate before the custom
message rules do. Have you tried it with Junk E-mail set for
"No Automatic Filtering"?
Also, make sure that each one of your custom message rules
is terminated with "and stop processing more rules."

Well I tried as suggested by Gary and it still is not working. My husband
wonders why I hate Vista...
