Junk Mail and Message Rules

In Windows Mail I've said that only approved senders mail be allowed to my
Inbox.

I've made a list of approves senders and approved domains.

I've also made a list of blocked senders and blocked domains.

I've also made rules about certain words appearing in the subject line of
messages - blocking those messages.

And yet - NONE of these rules / approved / blocked / senders / domains seems
to make any difference. I continue to get mail I don't want and from senders
and domains I have not approved or have specifically blocked.

What's up?
