JPG pics on the internet

My fathers computer running XP Home is having a problem with jpeg files
showing up "pixellated", whether being viewed or saved from the internet. All
other file type pics, etc., seem to do fine. Adjusting screen resolution
does no good. Any settings anyone know of, not me??????

If your dad is using one of the high speed
dialup connections like NetZero or AT&T
