Japanese text in dialog boxes?

Somehow, the internationalization settings on my WinXP Pro PC have been
set to show Japanese (I think) text in some (not all) dialog boxes. For
example, when I exit Wordpad without saving the file, the dialog shown
at the following link appears:

http://home.att.net/~jchorvath/index.html

I have browsed through the regional settings in control panel, and found
everything set for US English. Can anyone point me to the setting that
makes the dialogs appear in a different language? (Can anyone translate
the text at my link? :)
