you don't need download.
Windows XP has IME
Just enable east asian language support and, enable japanese.

I have the same problem re: Office XP Tool: Global IME (Japanese). When I
tried to activate Japanese characters in "Regional and Language Options," the
message asked me to insert the Window XP Pro into the CD drive. I have the
Window XP Pro in my computer but do not have the CD any more. What are the
options I have to aallow me to input Japanese characters? Thanks for your
help in advance.

If you lost Windows Xp Program CD,
I recommend to ask Microsoft to reissue CD.
not just this issue.
sometime they ask CD, when you install Hardware, or Software.
conntact with microsoft support.
but if you have preinstalld windows xp, and have data in Hard disk drive.
Try to install file from I386
