Isolating a remote user by name without a domain

I have two winxp pro machines, no simple sharing, and want to share a
drive from machine1 to machine2, but I *only* want machine 2's admin to
have access. I do not want any admins on any OTHER machines on the
network to have access. Possible (without a domain, only a workgroup)?

Currently, I have the machine1 drive security set to "Admins
(machine1/administrators) Full Control Set. Sharing permission is set to
Administrator (Machine1/Administrator) Full Control Allow.

However, does this let ALL machines with an admin account have access?

You must synchronise the admin passwords for Machine1 and
Machine2, and ensure that the admin passwords for the remaining
machines are different.

If you need to access shares on Machine3 while on Machine1 then
you can do this with a different admin account whose password is
synchronised with the one on Machine3.
