is there contact pane in windows Mail

Previously in Outlook Express, I was able to create a pane that showed
contacts and I could have double clicked the name and compose email. Is that
feature no longer available with Windows Mail v6.0.6000.16386 ?

Yes, it's no longer available.
Since contacts are stored in a folder, you can leave the folder open,
right-click on a contact, and select Action - Send Email

You can click on the icon to the left of the To in the message and the
contact list will appear
