Is there an Excel runtime available?

Is there an Excel runtime available sort of like the Access runtime?
I want to be able to call Excel function from the VB app that is
running on the server, to be able to use Excel's function: Save As for
different file formats.
The process will be happening without user interaction and without
Excel UI being displayed.
Do I need to install Excel on that server - an therefore a full excel
license?

No, only access has a runtime version.

If you want to use excel, you will need to install a licensed copy of Excel.
