Is there a way to set up an e-mail to be sent later?

I am wondering if there is a way to set up an e-mail to send an hour from now
automatically. As in I write the e-mail now, but it sends itself an hour
later.

Yes, however your Outlook must be open in order for it to send.

After you have typed your message - before you click the Send option,
Click on the Options command.
Place a checkmark in "Do not deliver before" and fill in the appropriate
date and time.
Close the Message Options Dialog box
Click Send. Note that it will sit in your Outbox until the time arrives.
