Is the cover page the same as a title page?

I am taking on line college courses and in one class I did not recieve full
credit for an assignment for lack of a cover paper. I have done a few title
pages is this the same as a cover sheet?

Yes it is. A coversheet would be so called in legal documents as the cover
sheet with the firm address showing and the name of the document and logo
perhaps.
So in a course assignment it would be the cover page:
You put the COURSE NAME and NUMBER and lecturer
Your Name
Date
Then next page should be a Table of Contents
Then Assignment pages
Then maybe a Bibliography at end if required.
