I've seen several posts here about not being able to install SP4 because of
an error message similar to "C:\Winnt\System32\Netstat.exe
is open or in use by another application". There have been different files
mentioned (in my case it was C:\Winnt\Sysytem32\tftp.exe) but all have ended
with "is open or in use by another application".

In one of the posts, Lucy(MS) replied and said to check the file permissions
and be syre they were set to: Administrators - Full Control
SYSTEM - Full Control

In my attempts to correct this problem, I figured that I would rename
tftp.exe to something else and that would hopefully let me install the
service pack. When I tried to rename tftp.exe to tftp.exx, it gave me an
access denied. After reading Lucy(MS)'s reply, I checked the permissions on
tftp.exe. It was set to Everyone - Full Control. I added Administrators -
Full and SYSTEM - Full then I noticed that the check box at the bottom of
the security window that says inherit perrmisions was unchecked so I checked
it. On my next attempt to rename tftp.exe I was successful!! BUT I noticed
another problem. When I renamed tftp.exe to tftp.exx, another tftp.exe was
created!!! When I renamed the new one, another was created, etc...

I am curious if anybody else tries fixing the permissions to the various
files that have been giving them problems tries to rename the file after
fixing the permissions also has the file re-created automatically. I know of
a virus/worm that was doing something very similar. It was something called
Activator. You delete it, and within seconds it was back.

I have not had a chance to try installing the service Pack again, so I'm not
sure that this has worked.

It appears that if you have complete access it will let you run the service pack. I was expiriencing the same problem. After fixing the tftp.exe it made its way through several other files that were checked to deny all access. Hope this helps
