Is it possible to force outlook to check for text in subject field

We use a Unified Communication system that relies on keywords in the outlook
appointment subject field for call routing an other functions. As an example
one might write MEET: Annual budget meeting in the subject and the system
would then forward calls to voicemail in the period of the meeting.

However our users constantly forget to use the tree- og fourletter keywords.
Is there a way to have outlook enforce the adittion of a keyword in the
subject field?

you could use VBA to check the header for the presence of the keywords when
the user hits Send.
