Is it a Virus....?

When using my home pc which has windows xp sP2 on it, on opening cetain
features like my anti virus software, task manager, exploring my cd rom,
installing some programs, system restore, they appear for a second but then
disapear and iam unable to use them. Some work when i boot up in safe mode
but iam unable to install new anti virus to scan for a virus and the one i
have at the moment brings up nothing? could this be a virus?if so what one?
or is it a windows problem?
