IRQ not less or equal

Hi,
I bought a laptop with Win XP Pro pre-installed on it. The problem is when I use the modem after some time Windows stops working, shows the 'IRQ NOT LESS OR EQUAL' message and resets the computer. (If I do not use the modem, it does not happen. The modem is integrated to the motherboard).
The IRQ of the modem is IRQ 9 and many other devices use IRQ 9 too. But Win XP Pro does not allow me to change the IRQ numbers.

Ok the problem is very often caused by either faulty hardware or outdated /
buggy drivers.

If this is a brand new laptop then I'd suggest going back to the people you
purchased it from and ask them for help as this may be a hardware fault, and
in even if it isn't they have a duty to supply you with a computer that
works!

Of course, if you've updated the modem or motherboard drivers yourself and
then the problems started, in which case, roll back to the old ones.
