IP release/renew does not work PEASE HELP

I have a d-link 604 router with three pc's on it. Two access the internet just fine, the third running Windows XP Pro upgrade from ME used to access and then it stopped. So I uninstalled and reinstalled the nic and tcp/ip, ip address prefix 169.xxx.xxx.xxx shows so I know there is not connection. Attempt to release and renew, the releasse occurs but not renew, so I reboot and it picks up the router

The computer can access the router configuration site 192.168.0.1, no firewalls enabled, no anti virus, all no specific servies disabled, I mean uneccessary process's, then I reboot. In the Router config URL I can see the Broadband mortola (which is we are DHCP) ip address and the routers. Here is the IPCONFIG /al

In the router Mac address shows up the default gateway 192.168.0.1 And DHCP enable
then under WAN
IP shows the Cable modem or ISP address of 24.170.145.13
subnet 255.255.255.24
Default gateway 24.170.143.12

I get out of that and attempt to access the Internet, nothing happens, DNS error
Internet settings have DHCP enabled, no firewal nor is Internet firewall enabled.

On the Release/Renew attempt this is the drror "Error occured renewing interface lan unable to contact DHCP server
REplaced the NIC with a new one and the same thing occurs

I have tried to use netsh but I do not know where the TCP/IP log or txt is located to uninstall and reinstall the TCP/IP (I know XP grays out the option to uninstall tcp/ip)

Does this mean I have to reinstall XP Pro, being perhpas that the TCP/IP is corrupt? Repair does not work either
I am about to blow it out and reinstall, But want to check here first, please help me...

I have traced several of these problems to improperly configured winsock
LSPs. Run "winmsd" and go to Components/Network/Protocol. Look at the
names in the list, anything with "MSAFD" in it or the "RSVP xxx Service
Provider" should be fine. Anything else is suspect, and uninstalling the
owning program might help.

If that fails or your provider list is empty, you may need to rebuild the
catalog from scratch. The following instructions will rebuild your catalog
for TCP/IP. If you are using any other transports (If you don't know, then
you probably aren't) then you will have to reinstall them as well.

NOTE: You may want to print out these instructions or save them to your
hard disk before starting.

1. Backup and delete the following registry keys

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Winsock2

2. Reboot

3. Go to the network connections folder, right click the icon for your
network connection, and select properties.

4. Click install, choose "protocol", and click "add..."

5. Click "Have Disk...", enter "\windows\inf", click OK

6. Select "Internet Protocol (TCP/IP), click OK

7. When the process in complete, reboot
