IP conflict

Recently, I've always got an IP conflict error message from my server. It
states that there's another device using the same IP. I can see its MAC
address, is there any way I can find out that device or block it from my
network. Since my network is spread to whole building. Thanks a lot.

You may have 3 options to find the other computer. Check this tip,

System has detected IP conflict
Event ID 4199 - "The system has detected a conflict for IP address" ... The system
