IP Address locked

internet explorer wont able to surf the net due to ip
address locked. Not able to renew or repair the ip addrees.

The last time was to re-format the hardisk & reinstall
window XP pro from supplier recovery cd. hope not again
this time.

Anyone able to help?

How do you connect to the Internet? Are you using Ethernet, dial-up modem,
or a wireless LAN? If Ethernet or wireless, do you connect straight to the
cable or DSL modem, or do you have some sort of firewall and/or router in
the way?
When you try to 'renew or repair' the IP address, how are you doing this?
And what error message do you get?
Sorry, but we need to get some sort of idea of the context of all this,
before we can help.

you must be on static ip. that's the only way to locked into one ip address.
either change your nic to use dhcp or reinstall your TCP/IP or the NIC.
