IP address for printer encounter error

I have four computers in my network all running windows XP - (professional
and home). Three computers connect to printer server using a standard TCP/IP
to the IP address that I set. The one computer whenever I want to create the
TCP/IP and I input the IP address (192.168.1.150) I get the following error:

"Windows Explorer has encountered a problem and needs to close. We are sorry
for the inconvinience" Debug does not work at all and I have sent enough
reports until my fingers bled.
I have tried the following:

1) I enabled the NetBios over TCPIP and to no avail.
2) I tried deleting my local area connection... no dice.
3) I tried deleting my windows firewall and trying again and that did not
work either.

Is there anything I should be looking at? I need a little help. The other
three computers work seamlessly.

Do you receive Event ID 1000 in Event Viewer? It could be a 3rd party
software issue. Try to start the windows with clean boot.

Also this issue may occur if a third-party printer driver or a third-party
service that is installed prevents you from adding printers, or if the
third-party printer driver or the third-party service affects the
functionality of a newly installed printer.

If above two don't fix the problem, there are several types of malware that
may cause these types of problems, and I know these are definitely a real
pain to folks!
