IP Address does not acq properly from DNS, defaults to 169.254.2.2

My Laptop PC is running XP. It is currently assigning a "Automatic Private
Address" 169.254.2.21. I am configured to "Obtain IP address automatically"
via a local DHCP server (Linksys router).

It this is an old problem which has returned. Of course I ran SPY SWEEPER
and I must have deleted some adware which corrupted my winsock. SO based
upon previous
advice I have ran the "LSPFIX" program. Last time this worked flawlessly on
the first try. This time it is not working. Hence after I run the LSPFIX,
my IP address continues to be 169.254.2.21. And yes I have rebooted to make
sure any changes took.

So is there any further help? I'm feeling the pain :-(.
