Internet options

On a Win2K Pro system home PC not on a network, a
specific user receive this error when clicking on tools,
Internet options..

---This operation has been cancelled due to restriction
in effect on this computer. Please contact your system
administrator.---

This user is a member of the administrator group. The two
other user profiles that are also members of the admin
group are able to access the Internet options.

What is causing this?

Can this be the issue?

When I go to 'Tools' 'Internet Options' I get the following error:
This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.

If you have SpyBot S & D installed, go to SpyBot - Search and Destroy
Immunize, and UNcheck the "Lock IE Control Panel..." box.

If you have troubles with your browser not having all the controls in the
expected places download and run this .reg file.
