Internet Options on Control Panel

Somehow the Internet Options function from the Control Panel doesn't allow
access with an error message that says this function was disabled - see your
System Administrator. This is on my home computer where my logon is the
System Administrator. How can I enable this function again?
 
I also have that problem and ran the program mentioned. Now I can access
the internet options menu but the home page portion is greyed out. I had
spybot on the computer but have since removed it. (e-mail address removed)
 
I have tried going to the website mentioned but I know longer have spybot on
the system, therefore I can't start it to get to the advanced menu to make
the changes required. Does that mean that I will have to redownload spybot?
