Internet Optimizer

I have this problem. When i am browsing, I will click on a
link but I can not get to the web site. Instead it takes
me to an "Internet Optimizer". It tells me that It can not
find the site I am looking for. It just brings up this
Internet optimizer. I can't find any out of place files in
my comp.
What can I do?
