Internet Explorer

I can't figure our how, but either IE is blocking my pop-
up windows, or it may be another program outside IE.
Either way, I can't find how to shut it off. Can anyone
help? Does IE have an internal pop-up blocker that I
can't find? When I click a pop-up link, the hand cursor
changes to a hand with a star and an exclamation point.
Help????
