Windows 7 Internet Explorer Starts Minimized

Hi, My brother lives in Turkey and has had problems with his pc so he took it to a repair shop. Now when he starts Internet Explorer it is allways minimized and has to maximize it from the top. I told him to right click the Explorer icon and in Shortcut and run check the maximize box. That made no difference so i suggested he starts Explorer and stretches the page top, bottom and left and right and then close and reopen. That also doesn't work. He runs Windows 7 and Explorer 8 so if anyone can help i'd be gratefull and pass the message on. Thanks in advance
