Internet Explorer Script Errors

I am using Windows XP Professional and keep getting Internet Explorer Script
Error messages even when I'm not I on the Internet.
For instance this morning I got the following while I was in my Quicken
Personal Plus software : Internet Explorer Script Error
Line: 139
CHAR: 3
Error : Access is Denied
Code: O
URL : ms-its:C:\Documents and Settings\ALL
USERS\Application Data\Intuit\Quicken\Help\QUICKEN.CHM::/01 Getting
Started-extras.htm

I can get totally different Error messages in different software on my
computer.
Also my Accounting software can give totally inane answers for the same
inputs.
In other words I can enter the same transaction and delete it and re-enter
it and get different results every time.
It is driving me crazy as I have run Diagnostics and found no faults.
I have had Antivirus scans run with my own installed software and had the
Symantec Site run scans and been given a clean bill of health.
I need a clue as were to begin.

1= Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced .

Click on General Tab (1st Tab on the left) and you will see a Button called
[ Clear History ..] click on it to clear your History caches, then click on
[Delete Files..] to delete Internet Files created over the time, click on [
Delete Cookies...] to delete your cookies left by visiting websites.

Click on Security Tab then on Custom level Button, on the security settings
scroll down under Miscellaneous Option and check this radio Button:
[&] Miscellaneous
[e] Allow scripting of internet Explorer webbrowser control
(*) Disable check this
( ) Enable
( ) Prompt


Click [OK] to close the Security settings and back on the IE window
properties.
Click on Advanced Tab, then scroll under Browsing and uncheck these boxes:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest)
[ ] Show Friendly URLs

C;lick [OK] to close the IE window and out try the site and see if you get
the error message again.
Scan for malwares on your computer and try these DLLs:
Open a run command and type in:
regsvr32 jscript.dll
regsvr32 Cryptdlg.dll
regsvr32 Shdocvw.dll
regsvr32 gpkcsp.dll
Reboot your computer and see if there is any success.

Sorry nass I should have included more details of my System.
I am using Windows XP Professional and have IE7 Version 7.0.5730.11.
Some of the Check Buttons in your Instructions such as under the Advanced
Tab "[ ] Show Friendly URLs. are not to be found on my version of Security
Settings.

Hi Ironbark,
Can you have a look in the event Viewer and post the error messages back in
your next message.
Also what protection software you have installed on your system, you can
perform system Restore to when things were working perfect for you.
Click Start >> All programs >> Accessories >> System Tools >> System Restore
and restore to a date when the system was working okay.

Hi nass
Event viewer? no idea what that is or how I would do it ?
As for the protection Software, it is Norton Internet Security 2006, Version
:-9.1.1.7,with an extented 2 year subscription, so I get constant updates.
I also have as additional protection Windows Security Centre with the
Windows Firewall off as it clashes with the Norton Firewall , in other words
they have a bum fight and both want to be dominant.
System Restore somehow deleted all the Restore Points that I had prior to
Jan this year so I had to troubleshoot the System Restore which also
eliminated points up to Friday 4th MAY 07.
Anyway even if I had System Restore points for this year they probably
wouldn't help with the Script Errors because I've had this problem for over
six months which I learnt to live with but are now getting progressively
worse and I can't ignore them.

Hi nass,
I found the Event Viewer and it finally led me to an article MS05-026 "A
vulnerability in HTML.Help could allow remote code execution".
It refers to the problems encountered when you install Security Updates
896358 & or 890175.(http://support.microsoft.com/kb/896358)
Anyway I now have to work out how to "Use the UrlAllowList entry to enable
specific URLs". In Example 1.
