To test with: Disable third-party browser extensions in Internet Explorer
1. Click Start, point to Settings, and then click Control Panel.
2. Double-click Internet Options.
3. Click the Advanced tab.
4. Under Browsing, clear the Enable third-party browser extensions (requires restart) check box.
5. Restart Internet Explorer.

If this helps, read here for further troubleshooting:

I tried this but it didn't work for me. In the error
report the ModName is Shell32.dll. (does that mean
anything to anyone?) I'm unable to access the internet
from my pc & thus unable to download anything that may
help. I've run both Norton and Ad-aware, but not picking
up anything. Please help!!!

You could try this: http://support.microsoft.com/default.aspx?scid=kb;EN-US;249064
And, is your OS XP as well?

Depending upon your OS, check: http://www.generation.net/~hleboeuf/ershel32.htm

Spitz,
Try pasting URLs into the address bar of Windows Explorer. It sometimes
works even when IE is DOA.

I get the same thing. But found that ie will work if I don't click the
close button on the error message.
I'd still like a fix for it though
