Internet Explorer folders and files

I'd like IE6 to display the details view of any folder so that all
sub-folders are listed first and then files. Is there a way to achieve that?

Are you referring to IE Favorites (bookmarks) folder(s)?

ooops! I'm sorry, I meant to say Windows Explorer! (My brain and my fingers
are not connected.)

On my hard drive, the folders are listed before all files.
On my external hard drive, the folders are listed last, after all files.
Why does Explorer behave differently? Is it controllable?

Thank you for the clarification.

After configuring a folder the way you want it (via View dropdown menu),
click on Tools | Folder Options | View | Folder view | Apply to All Folders.
