Internet Explorer Desktop item does not open IE, just creates shor

When I select the "Internet Explorer" desktop icon (the one installed by the
application, not a shortcut) a "Shortcut to Internet Explorer" icon is
created. The browser never opens.

Please advice and thanks in advance,

Try removing it and recreating it.

Desktop icon
Win9x:
IE-Tools-Internet Options-Advanced
Check "Show Internet Explorer on the desktop"

For XP:
Control Panel-Display Properties-Desktop tab.
Customize Desktop
