Internet Explorer Cannot Display the Webpage.... HELP!!

I am running Windows XP Professional SP2 with all available updates. I am
not able to connect to the web and recieve the message "Internet Explorer
Cannot Display the Webpage". I have disabled the Firewall and have disabled
the Antivirus Program. I have ran Ad-Aware 2007 and have ran WinsockXPFix,
ISPFIX, LSPFix, RegCure and they have corrected found problems with out
correcting the connection problem. I can see my Local Network but not the
WAN through IE. I have even tried reinstalling IE7 and Windows XP Pro (over
itself) and yet I still can not see the web. I have the same problem if I
connect via Wireless, Wired, or Broadband Cellular.

My OS when booted states that there is Updates to be installed but will not
download them or install them due to no connectivity. Even when I try to
access the MS Update Site it will not display the webpage.

The only updates that I have not installed is the .NET Framework 2.0 Update
and the 3.0 Update.

I have searched the forum for assistance and have tried everything that has
been suggested in previous forums without success. I am just about ready to
REFORMAT and RE-Install the OS to see if that works. I am able to get online
with other computers (both Wired and Wireless) over the same network but not
on my DELL Inspiron 5100 Laptop that is having the issues.

Any information that you can provide to aid in the repair of the problem is
greatly appreciated.

Installing "over itself" and some of the fixes you used probably has
left you in a bad state. You probably SHOULD format and reinstall.

Is the dhcp client service is running?
type the command ipconfig in a command prompt and post back the results.
