Internet explorer address bar not on line of its own

Win 98SE Internet explorer only has two columns at the top. top one has file
edit view tools favourites help.
Next line has a few of the things you can customise eg. back forwards home
etc but also has the address bar crammed in that line.
I have tried to put more items into the customised column but with the
address bar there not many will fit. If you click on an arrow you can bring
the other items up but for some reason it has gone like this.

You have the Menu Bar, Address Bar, Button Bar and Links bar.
You can have them on separate rows if you like, though I have this
configuration at the moment:

Menu Bar // Links Bar
Button Bar //Address Bar

Just unlock and move them to whatever suits.
