Internet Explorer 7 (in Vista Home Premium) 'cannot find website'

Hello,

I have three pc's which I want to network but before I can do this I need to
fnd out why I.E. 7 in Vista, as well as XP can never find www.belkin.com. I
need to access this website to troubleshoot the modem/router connection to
the Win' 2000 Pro pc

I have tried using (the address bar as well as) the search engine bar (using
multiple search engines) but when I click on the result for belkin I always
get: 'internet explorer cannot find the webpage'. The link on this page that
says that I.E cannot find the webpage that says 'diagnose connection
problems' is no help because if I click on this link the result makes no
sense. 'Windows Network Diagnostics' says: "www.belkin.com" is not set up to
establish a connection on port "World Wide Web Service (HTTP)" on this
computer. I don't understand what this means but I can get any other website
to come up without any problems on the Vista and XP pc's.

I use Norton Internet Security 2007 on both the Vista and XP computers and I
have tried disabling this app' but this makes no difference. I have tried
putting www.belkin.com in all the places possible in the security and privacy
panes in internet options including 'per site privacy actions'. I am not
blocking cookies but this site will still not be found by I.E. I have tried
using Firefox but still get the same result.

I can get the modem router set up page (***.***.*.*.index.stm) to appear on
both the Vista and XP machines but the 3rd pc (windows 2000 pro) cannot even
get this page to come up. This win' 2000 pro machine was working ok on 26th
Dec 2007, because I was able to update Windows 2000 Pro, as well as norton
internet security 2005 and norton system works premier 2005 using an ethernet
connection to the same belkin modem router, but now I cannot get ANY websites
despite the system tray icon saying that I am connected at 100mbps (but not
sending or receiving any 'packets').

I have tried phoning Belkin (twice) but they are no help as they are in
Bangalor or New Delhi or somewhere similar, and don't understand English well
enough fix my breakfast never mind fix my modem router connection!

Belkin ADSL 2+ Modem with Wireless G Router connected using ethernet cables.
(wireless is switched off because of neighbours wireless network causing
inteference)

Norton, Windows and all other app's are up to date on pc's 1 + 2 (both
802.11g wireless capable) but not pc 3 because of connection problem. Virus
and Spyware scans reaveal no infections on any pc. Win' 2000 pro even knows
if I disconnect the ethernet cable but does not react if I plug it back in
and still will not allow me to connect to any website.

No option seems to exist (that works in Win' 2000 Pro) that I can find to
set up a new network connection via LAN and the 'fast ethernet adapter' is
supposedly working properly according to device manager. This pc does not
have a dial up modem socket on the back so I know that I have used the right
soocket for the ethernet cable - it was working on Boxing Day - and all I did
on boxing day was to plug the ethernet cable into the ethernet port on that
day and I was on the windows update site in less than 5 minutes.

My apologies for long posting but problem is not easy to explain

I'm having the same problem (cannot find website error) on IE7 with two other
websites: www.discovercard.com and webmail.kc.rr.com. This started happening
to me, only after I installed XP SP3. Never had any problems before that
with websites.

I have tried everything possible to fix this. None of the trouble-shooting
solutions on the Microsoft help pages have fixed it.

I can help you with the Network Diagnosis. I agree, the link doesn't exist
on the IE page. Instead, you have to go to Start/Run, input "MSCONFIG", hit
enter. When you get the new window, go to Tools. Select Network
Diagnostics. This will produce a report. I received a "failed" error on my
Outlook Express server (which is probably why I can't access my road runner
email from Outlook Express OR the webmail website). Unfortunately, I have no
idea what to do with the failed report. I've called Time Warner Road Runner.
We walked through 10 different steps to try to fix it. They have no idea
what's wrong. Told me to call Microsoft.

I know this doesn't resolve your problem. But I thought it might help to
know it's not the Belkin website that's causing the problem.
