Internet explorer 6.0

All of a sudden when I am in internet explorer 6.0 and I
select Internet Options from the Tools menu, I get the
following message;

"This operation has been cancelled due to restrictions
in effect on this computer.Please contact your system
administrator."

My IE 6 works OK and I am administrator in windows XP,
but I can't get into options in IE 6.

Any one know how to fix this?
