Internet Connection Sharing does not work

I have a Win98 notebook, which is connected through a
Lan to another host running XP PRO, which connects to
Internet via ADSL.

I tried more than one time the Home Network Wizard, but
I could not access the host resource or share the
Internet Connection. I have analyzed the problem with a
protocol analyzer.


After a ping to a named address, it first tries to get
name resolution via DNS, using a query on port 53 of the
XP host. But no progam is listening on this port then it
fails with ICMP Port ureacheable. Shouldn't the ICS
conputer act as a DNS server?

XP NetBios Port 137,138,139 are correctly working and are
used by the Browser protocol for announcments.
Nevertheless the two computer are not shown as belonging
to the same work group instead they do.

Following previuos suggestions I tried to disable and
reenable the ICS on the host computer. I also have
followed instruction on

and
http://www.practicallynetworked.com/sharing/ics/icsclient
but it still does not work.
No error events are logged in the event log about the ICS.

I would like to understand if it is correct that no
program is listening on port 53 of the XP host or the
problem is that the 98 client should not use this port
for DNS query? That is if the problem is on XP host or in
the 98 client.
Any other suggestion and or clarification will be
appreciated.

Addendum to the original message.

In the Win98 Client PC , using the Intener Gateway Menu I
get an error message which says about this: "it is not
possible to find an Internet Gateway Computer, check the
cable and verify that ICS is enabled on the XP host". The
Internet Gaeteay Icon is not shown on the task bar.

Everything seems all right, the local connection is on, I
can even access Win 98 resources from XP, the ICS is
enabled on the ADSL connection. The only problem again
seems to be that Win 98 keeps querying DNS addresses on
port 53, which is not active in XP.

The port unreachable makes it sounds like you are running a third party
firewall. Are you?

No, I don't. However in the meanwhile I have discovered
the following: Using to Control Panel Services, stopping
and restarting the Firewall and ICS service, while I am
connected to Internet, then it goes. It starts listening
on ports 53,67 and 68 and everything works OK.
Furthermore if I disconnect the LAN it stops listening on
the ports, but it restart listening after I reconnect the
Lan.
But if I shutdown and restart the XP pc then the firewall
and ICS service is restarted with non error, but it will
not start listening to ports even if I connect to
Internet and I have the Lan active. Then I have to
restart the Firewall and ICS service as I said before to
get ICS really working.
