Internal allowed, external not, no IP Address?

In a strict IP version 4 network, one of my co-worker's computers
could not get on the internet. I did everything I could to
troubleshoot it... Pinging different addresses outside, checking the
cable connections, the proxy server, EVERYTHING! My computer worked...
both of them, and everyone else's too. And I noticed that he was
signed in to SIP Communications on Windows Messenger, and I could send
and receive messages to and from him. Wow, internal communications
work well...

So I went back to his computer after sending the messages, and took a
look... Yep, no IP Address... Nope, no IPX or any of that other crap
on there... Just the standard QOS, File Sharing, IP, and Microsoft
Network. It's set to DHCP from our server in Toronto, ON (I'm in
Prince George, BC), and it wasn't getting any. The physical card had a
link light on, but XP was reporting that the network cable wasn't
plugged in. Anyways, I reseated the cable, and still nothing. Ping
didn't allow anything through, except for to the internal network.

So no IP address showed up is the big thing... I disabled and re-
enabled the card as well from Device Manager, and still nothing...
Then I uninstalled it, Scanned for Changes, then it re-appeared as a
connection, but not connected again. So, pissed off, I tried
restarting it, and it started working... intermittently. I could get
on, then booted off, get on, booted off... Sites like Google and
Microsoft, were the two I tested with. Perfect working with the
Internal network again. Any ideas?

I'd start by getting the latest NIC drivers from the manufacturer (not
Windows) and upgrading them on this PC. Then try downloading WinSockFix (I
usually get this from www.majorgeeks.com) and run it.... check your event
logs for errors.

Beyond that, I'm curious as to how (actually, why) your DHCP server is in
Toronto and the computer is in Prince George.... what's your network layout?

Sorry to say, I don't have a definitive answer. However, it seems to me
that
relying on such a thing as getting an ip address from a computer that is at
least
3000 miles away is rather problematical. I don't know if there is a timeout
setting for this situation.
