Intellimirror not installing correctly

I have a weird problem assigning software packages to users...Everything appears to have installed, but it really doesn't install. I'm getting successful Event 301's in the Application Log from the Application Management service that the assignment of the application was successful...and the package even shows up in Add/Remove Programs...It never fully installs however, when the user logs on the group policy processes but never stays at "Installing mangaed software XXXXXX". There are no errors on the domain controllers indicating that the package cannot install either

Here is a brief overview of what is running

2 DCs running Windows 2000 - SP
Windows 2000 Pro SP

We have applied the securews.inf security template in the past and I'm wondering if there is a setting in that template that restricts either the Windows Installer or Intellimirror from triggering an install on the local machine.

Is this Software assigned to User Configuration. if so, only shortcuts will
be installed from the package, and the application will be installed first
when the user try to run the application.

Hi Chris,

Thanks for the reply. The software is assigned, not published - so it should install without any user interaction...

That's not true, if the software is assigned at the user configuration
level, only the shortcuts will appear, and the installation process will
begin first when the user try to open the software by a shortcut or open a
file handled by the software.

I have applied Adobe Reader 6.0.1 and have gone to a website to try to open a .pdf and it asked which program I would like to use to read the .pdf....it isn't installed...
